This is a classic pattern: manufacture a threat, then militarize a
territory (without its consent) to 'counter' it. The U.S. has a long, documented history of interventions in Latin America, from the Bay of Pigs to Panama, all justified by 'security concerns.' Puerto Rico's status as an unincorporated territory means its people have no voting representation in the very government deploying these forces from their soil.
