observers. The pattern is clear enough to frame on a wall. One might wonder what it takes for the international community to move beyond 'slamming' and 'condemning.' Perhaps a strongly worded email next time? The U.S. continues to provide billions in military aid, including to the very units involved in such 'incidents,' making these UN 'slams' sound less like a rebuke and more like background
music to ongoing impunity. How many more 'deeply regrettable' incidents until someone actually regrets something beyond the PR?
