The Weaponization of Neglect
THE ACTORS: Palestinian citizens of Israel, often referred to as 'Arab citizens,' comprise approximately 21% of Israel's population. They are disproportionately affected by a surge in violent crime. The Israeli Police, under the command of the Ministry of National Security, is nominally responsible for their protection. Crime organizations, increasingly sophisticated and armed, operate within
these communities. THE FUNDING: Records show a stark disparity. A 2023 report by the Abraham Initiatives found that 95% of all shooting incidents in Israel occurred in Arab communities. While the government claims to be investing 6 billion shekels ($1.6 billion) to combat crime in these areas, independent analyses like those from the Arab Center for the Advancement of Social Policy in the Negev
(2022) reveal that a significant portion of this funding is often misallocated, goes towards surveillance rather than community development, or is simply not fully implemented. In contrast, the Israeli National budget allocates significantly more per capita to Jewish municipalities for security and social services (Haaretz, 2021). The police budget itself sees immense investment in control
infrastructure but consistently underfunds community policing initiatives in Palestinian towns. For instance, in 2022, only 1.7% of all police stations were located in Arab localities, despite Arabs constituting over a fifth of the population (Aman Center, 2022).
