exceptions, their efforts implicitly legitimizing the system of control they are trying to circumvent. The Funding: The invisible economic engine of a blockade While direct funding for denying medical care is rarely explicit, the financial architecture of the blockade supports the apparatus that enforces it. The Israeli government spent an estimated 3.3 billion USD annually on its defense budget
in 2023, much of which sustains its military presence surrounding and within the occupied territories. Furthermore, the US provides over 3.8 billion USD in annual military aid to Israel (Congressional Research Service, 2021 update), a sum that underwrites the infrastructure and personnel involved in maintaining border control and enforcement actions, like the one preventing access to medical care.
The Incentives: Beyond security, a doctrine of demographic control The stated incentive for border controls is often 'security.' However, the disproportionate control over civilian movement, particularly medical cases, suggests a different long-term incentive: demographic management and pressure. By restricting access to essential services, including healthcare, a state can indirectly influence
