United Nations reports have repeatedly detailed Rwanda's support for various Congolese rebel groups, including M23,
seeking to control resource-rich areas (UN Security Council documents 2012, 2022). One might wonder at what point 'Rwanda-backed' stops being an asterisk and starts being the core story. How many 'safe havens' must be overrun before the international community acknowledges a pattern, not a rogue incident? Perhaps the term 'aid hub' sounds more palatable than acknowledging the direct impact on
millions already displaced by conflicts conveniently fueled by proxies.
