One might wonder if 'armed forces' specifically excludes CIA operatives, private military contractors, or the strategic application of sanctions that have, according to the Center for Economic and Policy Research, contributed to tens of
thousands of deaths. It appears Washington's preferred method for 'democracy promotion' often involves everything but direct troop deployment, at least until the 'humanitarian crisis' is sufficiently dire for a more overt 'intervention.'
