One might wonder at what point routine, decades-long practices become 'worsening conditions' worthy of concern for outlets that have historically framed the occupation as a complex 'conflict.' How many human rights reports must accumulate on the digital shelf

before systemic abuse becomes systemically acknowledged, rather than an episodic incident?
