the border are perennial; the political outrage, however, tends to shift with the occupant of the White House. We can pretend this is an anomaly—a rogue agent, a bad apple—but it is the rotten barrel of systemic indifference. The consistent use of aggressive tactics against vulnerable populations has long been a feature, not a bug, of US border enforcement. One might wonder if the judge's
