One might wonder: how many times can a corridor be 'opened' and 'closed' before it’s simply a psychological operation disguised as humanitarian relief? When 1.7 million people are trapped, desperate dashes down an intermittently available road aren't 'evacuation'; they're a forced movement under duress,
