public 'answers' on how those funds contribute to deaths carried out under cover of an even greater darkness. One might wonder if the concern for transparency extends beyond state lines. Are we asking for the names of those killed by U.S.-supplied weapons or for the protocols that govern their use? Or do 'partners' only deserve answers when the perpetrator is domestic and the victim isn't half a
world away, a recipient of our own 'aid'?
