Gaza's Reconstruction Scam
THE ACTORS: Who gains from 'reconstruction'? On the surface, the actors are international aid organizations and donor states supposedly committed to alleviating the catastrophic humanitarian crisis in Gaza. Key players include the United Nations Office for Project Services (UNOPS), which oversees the Gaza Reconstruction Mechanism (GRM), and donor countries such as the Gulf states, the European
Union, and the United States. However, underneath this veneer of benevolence, the primary actor dictating the terms and ultimate outcome remains the Israeli government. Their control over borders, materials, and population movement ensures that reconstruction aligns with their strategic objectives, not necessarily the needs of Gazans. THE FUNDING: Where does humanitarian aid actually go? Billions
of dollars are expected to be pledged for Gaza's reconstruction. Following the 2014 Gaza war, international donors pledged $5.4 billion, only a fraction of which materialized into actual reconstruction due to Israeli restrictions (UNOCHA, 2018). Post-2023-26, the scale of destruction is unprecedented, with estimates placing reconstruction costs at $100-$150 billion. This money, funneled through
the GRM, is subject to the 'dual-use' list, which classifies essential reconstruction materials like cement, steel, and even specialized medical equipment as potentially 'military grade,' requiring Israeli approval. This control means that a significant portion of aid funds can be indirectly manipulated or siphoned off, effectively turning reconstruction into a conditional grant that facilitates
