One might wonder if climate disasters only count as 'threats facing our nation' when they are politically convenient. can take solace that U.S. taxpayers are faithfully funding overseas conflicts to bolster 'security' far from American shores. The Department of Homeland Security cites 'population shifts' for FEMA cuts; surely they meant the permanent shift of billions of taxpayer dollars away from domestic needs and into the pockets of defense contractors.
