Trump era, the militarization of the border and the growth of the detention-industrial complex are bipartisan projects. The 1996 Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA), signed by Democratic President Bill Clinton, vastly expanded deportable offenses and established expedited removal processes, laying much of the legal and structural groundwork for mass detentions.
This was followed by the creation of DHS in 2002 under George W. Bush, which absorbed ICE, further solidifying the enforcement-first approach.
