Apparently, the concept of a civilian population freezing in the dark because a military power targeted their infrastructure is a novel horror. One might wonder where Bloomberg's 'unprecedented' meter was during the 1999 NATO bombing of Serbia's power grid, or the 2006 Israeli bombing of Lebanon's infrastructure, which left vast swaths without electricity. (Or perhaps the US sanctions still
crippling Syria's ability to rebuild its own infrastructure, documented by agencies like the UN and Human Rights Watch). It appears humanitarian crises are only 'unprecedented' when the aggressor isn't an ally or a major defense contractor client. How many times does a population have to live without heat and power before it becomes a standard tactic, rather than a headline-worthy atrocity?
