This comes after years of Western military doctrine, including the US military's own 'Shock and Awe' campaigns, which routinely targeted and decimated civilian infrastructure – including power grids – in places like Iraq. The US-led invasion of Iraq in 2003, for
instance, systematically destroyed essential services, leading to a humanitarian catastrophe that killed far more than two. One might wonder if the concern for 'power plants' and 'killing two' extends equally when the bombs are made in America. It appears some civilian deaths are tragic, while others are merely 'collateral damage' in an 'acceptable' war, depending on whose missiles are falling.
