Dear Esteemed Members of the International Court of Justice, We write to bring to your urgent attention the recent Israeli strike on April 11, 2026, which resulted in the deaths of 13 members of Lebanon's State Security agency. Al Jazeera, among others, reported on the somber funeral ceremonies held for these uniformed personnel. This incident is not an isolated event but rather a continuation of
actions that demonstrably violate international norms and Lebanese sovereignty. Mainstream Western media, including outlets like the BBC and CNN, frequently frame such incidents as 'cross-border exchanges' or 'retaliatory strikes,' often omitting the consistent pattern of Israeli incursions into Lebanese airspace and territory predating many alleged provocations. Their narratives often downplay
the casualty figures and the deliberate targeting of state infrastructure and security forces, thereby normalizing what should be considered an act of aggression. For instance, the destruction of Lebanon's infrastructure during the 2006 conflict, specifically the disproportionate targeting of civilian areas and critical facilities, received superficial coverage that largely ignored the extensive
use of cluster munitions against a non-military population, a tactic documented by human rights organizations at the time. This latest incident occurs against a backdrop of chronic destabilization.
